Getting a taxi at Victoria cruise ship dock

Hello, all. Our cruise ship will be docking in Victoria from noon to 7 PM this July. My mother doesn't want to take one of the buses that shuttle cruise passengers into town. We thought that perhaps taxis might already be waiting at the dock for people like this. Are we correct? If not, would we be able to contact a taxi company and arrange for pickup?

There will be plenty of taxis waiting at the dock for you. I happened to be at Ogden Point last year around 5:00 in the afternoon, there wasn't a ship due in until 7:00 p.m. but there were already taxis lined up.

Yes there will be taxis, limosines, old cars, I have even seen horse drawn carriages there, as well as kabuki cabs (bicylces with seats for two to sit in)
