The suggested amount is $9.75 per person / per night in a regular cabin and $12 in a Suite. I have cruised the baltics and visited some of the cities you will visit but it´s hard to tell which tours are better and I can´t comment on accesibility with a wheelchair. There is a seach box up top on main page, just type it a word ( such as tips ) of what you are trying to find and answer should come up. www.shoretrips.com has good info also about various ports. http://boards.cruisecritic.com/forumdisplay.php?f=190 This is the CC link for cruisers with disabilities and you may find some good tips on that board especially for port info.
