Brillaince of the seas - dial up internet access

I consider myself to be pretty smart, but I have a question about dial up on Brilliance of the Seas, and Im just not finding I understand the answer.

 

RCCL says: The Brilliance of the Seas does not require a Cyber Cabin kit, as all the staterooms on the Brilliance of the Seas already have this built in. Here is what you will need:

 

Windows based operating system

Internal modem

Dial-up Internet capabilities

Previous dial-up experience using own laptop

 

OK....but its the Dial-up Internet capabilities that confuse me. Windows will allow me to set up a dial up connection if I want to. Is that all I need, or do I actually need a provider (like AOL or PeoplePC)?

 

I asked that specific question and got the above vague answer. Does anyone know - does RCCL provide its own ISP/dial up number, or do I need to find an ISP that I can dial from Europe?
