Taxi at NYC port

I was wondering if there is taxi's lined up when we get off the ship or should I make prior arrangements.We were told no problem last year at the LA port but waited over an hour in the hot sun for a taxi.

last year as soon as we walked outside the taxis were lined up .

there was no problems at all
