21 and over and they took the tarps down. So if ya want to go topless you can be seen from the Lido deck. I'm sure it won't take long for someone to complain.

 

As well as from the top of the water slide.

We sailed Victory three years ago. The funnel deck (I think it was that area)was the topless deck then and there was a white tarp surrounding the area. But when my sons used the water slide, they reported that, at the top, they could see everything that the tarp was supposed to hide. My friend and I decided to see what they were talking about...they were right! Someone either planned this poorly...or brilliantly.:D
