We're arriving on a Celebrity ship in December, and I was hoping to book tours through Roberts, but I was told that Roberts only "services" NCL passengers. Do any of you have recommendations for other tour companies? This has been discussed here a few times. There are a couple of reasons for it. One is that because the NCL ships cruise in Hawaii week after week, it's a steady, predictable source of customers for Robert's to compete to serve, and a sufficient volume of business to justify committing capital resources like buses and human resources like guides. Other lines visit Hawaii much less regularly. Another reason is that Robert's is the contractual tour provider for ship-based excursions for several of the non-NCL cruiselines visiting Hawaii, so Robert's can't offer services other than through the ship to passengers on those lines. You might look into Grayline and Polynesian Adventures. They are both owned by NCL but on days when NCL ships aren't in port I believe they offer services to passengers on other lines.
