When we were at the Royal Palms Beach a few weeks ago we saw a tender from a parasailing company drop and pick people up from the beach as seen inthe following picture.

The name on the boat is "Blue Water Beach Parasailing." I did a quick web search and found their website at: http://www.bwbcayman.com/

Their website says their base is at the Royal Palms Beach but they will actually pick you up anywhere along 7 Mile Beach.
