Does embarkation mean exactly the same thing as checkin?

We are sailing on the Rotterdam tomorrow. Embarkation time is 1PM (13h00). Can we show up earlier than that and check in our luggage without embarking on the ship?

 

If so, how long ahead of time?

 

Caught in the middle of a big rain storm in Rio and worried :confused: about standing out in the rain at the port early tomorrow morning with all our luggage and no place to go.:( :eek:

 

Desperate for an answer asap, PLEASE! :) :) Sorry for shouting but would appreciate your experience.
