Cell phones while docked in Miami?

We will be leaving out of Miami on Saturday for our cruise on the Triumph. One of the guys in our party needs to be in contact with work until approx. 4:30 on Saturday afternoon. At what point do you start getting charged the $2.49 per minute? Is it as soon as you get on the ship or after you leave the port? He just doesn't want to end up with some outrageous cell charges because he thinks he is still using Miami's cell towers. Thanks for your help.

I know I have never been charged for use while in port, up to when I lose the signal.

Last cruise I used mines until we we a bit ways out to sea. I have a sprint and I believe it would have went farther but I shut the thing OFF! But I believe (don't quote me) that until 4:30 p you it should still be on the Miami tower.
