It has a very good public transportation system which will allow you to get everywhere you want to go (besides taxis and walking of course). I like to recommend a combination of a museum ship, the historic town hall and a stroll around the Binnenalster. If you like some kind of tour you could do a bus tour (eg. http://www.hamburg-city-tour.de/indexe.htm for € 13) or a harbour tour (eg. same site, € 10). Other boat tours are offered at various places around the city and cover either the smaller older canals or the huge port with its impressive facilities.
