In Halifax, there's a store called The Plaid Place http://www.plaidplace.com/our-products/

It's not a long walk from the pier to their main store, and they also had a smaller shop in Pier 22, where one of the ships tied up (Carnival Victory -- We were on Grandeur of the Seas, which pulled in just forward, a bit closer to town.)

The price was very reasonable -- under $300 for kilt, socks, flashes. He points out that this picture was taken after dinner and had slipped down a bit.
