Hotel shuttle service, Galveston Texas

Some friends just left on the 10/17 Rhapsody cruise and stayed pre-cruise at the Commodore in Galveston. The people at the Commodore informed them that the hotel was no longer allowed to shuttle passengers to the cruise terminal. The hotel cruise shuttle was once a free perk for staying there. Has anyone staying at the Commodore heard about this or does anyone know if this applies to all the other hotel shuttles in Galveston?

There was some talk a couple of months back about the port wanting to start charging shuttle buses a large amount to access the pier (mostly to cut out the private parking competition). If they did the hotel may have decided it was not worth it. A taxi anywhere in Galveston is not that much.:)
