Does anyone know of any tours that do horsebacking riding on the beach in PV? There is a horsebacking riding tour onPrincess but it is a country side tour.

There is no beach riding allowed in Puerto Vallarta. You'll need to look at Cabo and Mazatlan for horseback riding on the beach.
