Snorkeling Champagne Reef and Scotts Head from Shore

We would like to snorkel these two sights. I understand that we can either take a cab or a bus from the cruise ship pier to Champagne Reef or Scotts Head. How far is it from Champagne Reef to Scotts Head? Is it a short walk or necessary to have transportation? Is it easy to just flag a bus or taxi along the road? We really don't want to be locked into having a taxi waiting for us as we aren't sure how much time we would like to spend at each.
