Why doesn't RCCL offer the popular Shark Ray Alley excursion?

Unless I am misunderstanding something, it does not appear that RCCL offers this excursion or would go through them. IOS arrives 7am and departs 5pm which I thought would be enough time. Which reputable independent tour operator is the easiest to get to from the ship that can get us to Shark Ray Alley and back before the ship leaves? Any guidance would be greatly appreciated. Thanks!

used Coral Breeze a few years ago to go there and then they take you to Caye Caulker..good tour! using them again this December..aztravelgrl
