Now they need to refund that fuel charge From his email (Carnival has honored the lower rate, however, they are not going to refund you the money. Yahoo cruise.com had that 8B to 8E upgrade for $786.34 deal yesterday. I think that's were my TA got the refund. Looks like I paid $795 for a 8D after the OBC.
