We have Verizon, so it is free to use the phone in St Thomas and San Juan, everywhere else there is a fee.

Are you sure about St. Thomas? Last time we were there, we were under the impression that there was still a roaming charge. Maybe things are different now.

We have Verizon.

I know for a fact that both AT&T and Tmobile consider Puerto Rico and the US Virgin Island as part of native coverage. And they do not charge extra to use your phones (data or voice) there. I am not sure about the other carriers.
