What strike are you talking about? I just went to the official Italian site for registration of strikes and found nothing. See for yourself at:

There is no such strike scheduled for that date in or near Livorno. As GSPLover points out, there is an official web page listing all announced strikes in Italy. The only local transportation site I see for that date is elsewhere.

 

Incidentally, I have written (and I'm sure others have also) detailed instructions for using the official site for those who can not figure out the Italian. Use th search feature to find them if interested.

I see nothing that indicates anything that will impact taxis at the port. And yes, I do read and understand most Italian - beyond that, I've got some very good translation software.
