I'll re-iterate. You were 100% correct.

 

Concrete example:

 

Full Double Occupancy on Carnival Miracle is 2,124. But Max Occupancy is 2680. So you can see where there's a point they simply can't sell any more cabins with more than 2 people. If they are close to that number, choosing 2 cabins instead of one just leaves the option open for another booking.
