Even if the ship doesn't offer it, you can always do it on your own (and probably for a lot less!).

 

Do a Google search for "puerto rico fajardo kayak biobay" and you're likely to find some info.

 

Some of the operators offer transportation from the piers (for additional $ and with a minimum number of people).

 

You could also rent a car. The drive is easy and straight forward.

We are leaving on the Victory on a Sunday, but we're arriving the day before. Does anyone know if this excursion is offered on the day before the ship sails?

We did the same. Arrived Saturday morning for a Sunday cruise. We booked Kayaking Puerto Rico for the biobay. They picked us up at our hotel in the evening and brought us back. It was a great trip. There were 8 of us and we all really enjoyed it.
