Norway in Sept?

It's not especially busy travel-wise, since the peak tourist season ends in August. The school year also starts in August, and since autumn breaks aren't usually until the beginning of October, it means that there's not a lot of local travel going on, and most people are at home.

If you're asking about weather, it would depend heavily on which part of the country. Oslo has a more inland climate, so you see a more pronounced drop in temperature as you move into autumn, whereas some areas on the southwestern coast are more temperate. It's still getting cooler, but since it doesn't get particularly warm in the summer, the difference isn't as significant. Up in the Arctic areas, September is pretty much the halfway point between summer and winter temperatures, and while it's noticeably cooler, it's not yet below freezing.
