is it true that if you bid is accepted you don't get any of the promos being offered?

You keep the promos you had when you booked, but you don't get any new ones. For example, someone booked in a balcony with 2 of the perks (let's just say UBP and SDP) wins a bid to the Haven, they won't get the other 3 promos unless they paid the price to upgrade (which can sometimes be less than to bid).
