Both people have the classic drink package. Can you upgrade one to the premium package or must you upgrade both?

Recently spoke with a St Thomas retailer who asked about my future sailings, when I mentioned Belize City, I was warned to be very careful due to being unsafe and lots of criminal activity. Wondering if I should just stay on the ship. US Travel advisory in October was listed as a level 3 even in tourist areas. Has anyone been there recently and had issues? Traveling in April. TIA
