We were on the Koningsdam in room 4191. Over the MDR, but you are over the fixed dining area....we never heard a peep, and my DH is a very light sleeper. Here's a video. We had 3 rooms side by side by side, so you can see how the decks are with the dividers open. The only downfall that I have had with one of these rooms, is you get a better view on a higher floor.

I know for a fact that Michelob Ultra also comes in 16 oz cans. L.

We liked the aft area of Deck 4. No problems whatsoever from being above the Promenade. You are only 2 floors above the MDR (Or Club Orange, if that's the direction you choose to go) and as I vape and my husband smokes, it is convenient for the aft pool on deck 9, which is the smoking section and where we spend some time.
