I cruised in November with my 19 y/o cousin in the same room as me. PVP said no problem because of "Guests 18 – 20 years of age Do not have any restrictions and may book whatever location they prefer." No questions were asked at check in.

My friend and I (both 23) want to cruise with her younger sister (17). If I'm understanding correctly, we can't as Carnival requires a 25 year old in a room with a minor. Is my friend able to act as a guardian even though she's under 25 because they're related or should we put our trip on hold? Thought I'd ask here before I email my pvp the same question 😂 thanks in advance!
