@adams1216, I had same question (Taiwan passport holder) and I also contacted the Consulate of Uruguay. Here is what they replied in the email. " If you plan to visit the country on a cruise: According to the Cruises Operational Plan and with legal regulations in force, maritime agencies or legal representatives in Uruguay will be responsible for the process of obtaining permits to enter the country at the arrival of the cruise. For this reason, a visa is not required." Hope this helps!
