Puerto Rico is a US Territory ... so, yes, it is "part of the US".
How it is treated by cell carriers depends on your plan ... If you have a typical "nationwide" plan, PR is usually included. Call your cell carrier and verify.

We observe Atlantic Standard Time (or AST) year-round (we don't observe "daylight saving time" ... we have plenty of daylight ... no need to save it).
In July local time in PR is the same as that on the eastern coast of the US (which is Eastern Daylight Time, or EDT).
The "ship time" would depend on your departure port.

The "Bioluminescence stuff" refers to the biobays that glow at night, viewable via kayak or electric boat. The zipline tour occurs in a forest. You cannot see the biobay from the zipline tour.

Don Q in Old San Juan closed months ago. As has the Rums of Puerto Rico tasting bar inside the Puerto Rico Tourism Info Center.

There really aren't any places in El Yunque National Forest that are safe (meaning deep enough) to do ledge-jumping. There is a rope swing in the river on Angelito Trail. There are some spots on the south side of the mountain (El Hippie comes to mind). There are a number of spots that are really only accessible with a guide.

Puerto Rico is on Atlantic Standard Time (AST) all year 'round ... we don't observe daylight savings time. So, the ship's time is set according to your departure port. If you are departing from the Eastern Daylight Time (EDT), then the ship time will be the same as the time in Puerto Rico (EDT = AST).
The forts are open 9am - 6pm, year 'round (closed New Years, Thanksgiving and Christmas days).
Store hours vary by store.

There used to be a Don Q "visitor center" in Old San Juan that gave samples … they closed in April 2014. The "Rums of Puerto Rico" used to have a promotional "bar" with samples inside the Puerto Rico Tourism Company information center in Old San Juan … that "bar" ceased operation in October 2014. Those were the 2 sources of free rum samples in Old San Juan.

No. There is nothing else around the mall. It backs up to public (low income) housing.

No hotels have shuttles. You need to rely on taxi service.

I believe the "federal building" you mentioned is actually the Puerto Rico Capitol building ... seat of local PR government.

Their shop is across the street from Bahia Urbana, a short walk from the Old San Juan cruise piers.

We don't have any wildlife to speak of here in PR ... Birds, snakes, lizards, coquis, iguanas, mongoose, stray dogs, stray cats, ...

The trolley in Old San Juan is not a "tour". It is free transportation around the city. There is no narration nor pointing out of landmarks, etc.

As a local, cruisecritic rules prohibit me from mentioning businesses by name. Google "puerto rico arts crafts fortaleza" and you might find a store with an orange awning out front ....

Google "self guided walking tour old san juan" ... you'll find plenty.

We've done all of the tours you've mentioned. Being a local, cruiscritic rules prevent me from mentioning businesses by name. Of those you've mentioned, K---- is the most extreme and I'd have to say not for your "average" tourist. R----- is thrilling and doable by your "average" person. Both are favorites of mine. We're doing R--- again next week.

Whether it's "worth it" or not depends on your personal point of view and expectations. There are only a handful of places in the world where you can witness bioluminescence to the degree and predictability that you'll see in Fajardo or Vieques.

On Good Friday, the forts and El Yunque National Forest are open (they adhere to US federal holiday schedule). Beaches are accessible. Most everything else is closed by PR law.

As mentioned, this ATV tour is in the foothills of El Yunque ... it's not in "El Yunque National Forest" (which is managed by the US Forest Service) for obvious reasons ... it's a federal forest.

Possibly a company called Kayaking Puerto Rico? They post tour photos on Facebook, grouped by date and tour. Go to Facebook and do a search, you'll find their page.
