Rental Car Pick Up in La Spezia

I have heard that there might be car rental available at the cruise terminal building. Is this the case? I plan on making my car reservation prior to the cruise and am trying to find out which companies serve the cruise port.

Reading all I can find online and have come across several mentions of both Hertz and Avis not having any cars at their La Spezia locations when customers with reservations have come to pick up their rental. Does anyone know if this is a common problem?
