Residency Rate - Can I change to a lower price cabin category after final payment?

We booked a cruise on Granduer's 7 night Bermuda cruise out of Baltimore in April. At the time a Junior Suite was less expensive than a Balcony, so I booked the Junior Suite. Final payment was July 15. Today, there is a residency rate for a balcony that would save me $460. Does anyone know if I can call and get the balcony using the same reservation number with the residency rate? I used a TA with American Express as we get double membership rewards for booking with them.

We switched from ov to inside to save a lot of money a few days before sailing last year. Give your TA a call.

It is up to your TA whether they charge a fee or not, but RC does "allow" this, AS LONG AS THE PRICE IS NOT A TUESDAY SALES EVENT.
