San Pedro/Luggage Tags When Using RCCL Transfer

My MIL and FIL just booked a last minute cruise on Mariner and purchased the air/transfer program. They are too close to request luggage tags on the RCCL website so will need to get them at the pier. If they have the air/transfer will the greeters at the airport have tags for them or will they need to get their luggage off the bus and get them from the porter at the pier? I wasn't sure when purchasing the air/transfer if they still took the luggage from the bus to the ship for you.
