What they usually do is stretch a rope netting over them to prevent their use. They are usually open during Movies Under the Stars; you can watch the movie from the hot tub. The only things I've found open late at night are some of the clubs/bars, the casino, the Passengers Service Desk and, of course, the buffet. Very early in the morning, even the clubs/bars are closed and if we're headed into port, the casino is usually closed too. Usually, a very easy time to find a quiet place to read a good book!
