Gambling age in casino??

My family is taking my brother (18) on a cruise as a high school graduation/good luck with marine corp basic training present. They are embarking on the Norwegian Jewel on March 7th...and I was going to buy him some 'casino money' to test out lady luck, but than got to wondering if the age limit was 18 or 21. Anyone out there have any ideas?

On the NCL site (under FAQ's), it says you must be at least 18 and must have ID. And with the signed consent form, 18 to consume wine and beer, as well.
