For views in Long Beach, it's hard to beat Parker's Lighthouse...

I believe they even have some private dining rooms for large groups...great food and views of the harbor, Queen Mary, etc.

I'd agree that Parker's Lighthouse is probably your best choice, especially if you want a view. the majority of the Pine Ave restaurants have a banquet room, but the ones I have been in are in the basement.

 

Gladstone's for Fish and PF Chang's may also be able to provide a room for 20.

 

View wouldn't be as nice though.

if it doesn't need to be right there in downtown, Belmont Brewing Co. It's right next to the Belmont Pier. It's about 2 miles from shoreline village.

 

The only thing between it and the water is the bike path and sand. There's usually a lot of sail boats out on the harbor on warm/sunny days.

 

You can get there via a passport bus A or D ($1, $1.10?), tax (about $15) or walk along the bike path.

Probably quite a bit more reasonable than Parker's--but call to make sure that they can seat you on the very edge of the patio.
