2 for 1 pricing

I want to know what the deal is with the "2 for 1 pricing". I looked at a cruise for which the cabin on the website is 4799. The brochure price says 9598 per person for the cabin. It also says the price on the website reflects 2 for 1 prices until Feb 28th. Why? What is the purpose. Do you actually plan to charge a fare of 9598 for a 12 day cruise? Please explain your thinking?
