Alcohol and cigarette purchases

We are traveling in 12 days to Belize, Colon, Panama and Puerto Limon, Costa Rica. Does anyone that has traveled to any of these ports know if and where the cheapest prices are? We have found St. Maarten to be the cheapest so far but have only traveled to Belize once. We would appreciate any help....Thanks
