It will be applied to all charges on your onboard account from the $12 pp per day tips, to specialty dining, shore excursions, drinks, and other onboard purchases. And if, by chance, the OP is frugal, and only accrues the $12/day tips, and not much else, he can pry loose the rest of his OBC by going to the casino sometime during the cruise and asking for a draw from his on board account. He can place one small bet, and then call it a day and cash out. Or if he says he wants to play the slots, I think he'll get his draw in cash.
