Hi Scott! You have amazing information to share and would like some information from you before arriving in Victoria. DH & I along with DD (11 in w/c) and 2 well behaved DgD's (10&8) will arrive in Victoria at 6pm on NCL Pearl on 6/12. We are planning a 60-90 min horse carriage ride and would also like to do some walking, in particular to the Empress Hotel and then shopping. Is Victoria accessable by wheelchair and is your google map where you highlighted the walking route accessable or is there a better route? DD has a standard w/c, under parent power, not battery power. TIA!!:)

What I posted is a level (or close to) walk from cruise terminal to downtown. From the Empress it's slightly uphill along Government street (heading north) to the shopping district, but not so much that it would be a deal breaker with a wheelchair.

You will find that Victoria is very accessible....probably not 100% because of its age but certainly north of 95% and for the most part the downtown area is fairly level.
