Mexcan Goverment Tenders?

I can't remember which port it was now, but--on our first ever cruise, on Dawn Princess to the Mexican Riviera 3 years ago:

We were tendered in on one of the ship's lifeboats, but on the return trip, these were supplemented by small government boats. These were manned by two men in uniform that appeared to be in the military.

We didn't think too much of it at the time but now I'm wondering if this is still being done.

If so, is it safe?

Yes, I see them often in Cabo. As for their safety, I like to think they are safe. I hope someone can answer about the safety aspects.
