Best time to board in Civitavecchia (Rome)?

Hi we are going on Royal Caribbean Navigator of the Seas for the first time out of Civitavecchia in May. What is the best time for us to arrive at the port? We will be in Rome prior to the cruise.

I say around 11am. Most of the crowds will start showing up between noon and three. U will have almost no crowd, get your seapass quickly and get on board. However, u will not have access to your stateroom until around 1pm. They will still be cleaing from the previous cruise; you can walk the ship and get to know her; so my suggestion would be check most of your luggage, that way u can walk the ship with minimal items.
