We only dock for 4 hours.. I have been there before and the harbor is beautiful.. with limited time.. any ideas?

Depends on what you like, but you could make your way up to the inner harbour and just stroll around, take in the beautiful flowers etc. You could do a tour to the flower gardens. Horse carriage ride around town? There are a few things you can do.
