Open on Golden, closed on Sapphire. On Golden, it was definitely closed before the late production show got out.

why closed on one ship but open on other in the same waters?

For the casino to be open the ship has to be in International waters. We did the Vancouver to Seattle in May on Holland America and the casino wasn't open because of this, we sailed through the San Juan islands, so we were still in Washington State waters.
