Rental Car/Excursion Question: Halifax

My cruise is in about 2 1/2 weeks...Should I try to rent a car before the cruise or just rent one when we reach Halifax?

 

Also, my kids would love the Theodore Tugboat excursion. Should I buy tickets ahead of time or that day? (Carnival's pricing is almost $100.00 more expensive than the Tugboat site...)

If you can, I would suggest booking your car and tickets before hand just so you're sure you'll get both. If it's a nice day, the waterfront may be busy and I'm not sure how long the waits can be to get on Theodore Too.
