How young are the children?

 

My guess is that this is an abbreviated city tour which will go past a lot of historical sites and give a bit of background to Belize City. But unless it includes a zoo stop (not likely if only an hour) or a stop at Cucumber Beach (local's beach) there won't be a lot to hold pre grade school kids interest. Good news is it's only an hour, so grade schoolers, tweeners and young teens could feign interest enough.

Try one of the horse drawn carriages they hawk outside the Tourist village. Kids will like that more. You can negotiate with the driver as to time and where to go. Try to at least go down to the Cultural Center across from St John's. Lots of interesting history there and a great view with yards and cannon and boats for the kids to clamor around on. The hawkers are a bit agressive but not dangerous. I believe you can find some kiosks or tables offering these inside the TV to avoid having to deal with the hawkers.
