Will insurance cover TA's charge?

I'm looking at a cruise/land package through an on-line travel agency. The agency has a rather substantial non-refundable fee. If we buy travel insurance and we have to cancel for a covered reason, will the TA's nonrefundable fee be covered by the insurance?

It really varies by insurer and how the fee is applied. For example, CSA will only cover PRE-PAID expenses so if the fee is only applied in the event of a cancellation (a cancellation fee, not a booking fee) they wouldn't cover it. But if the fee is paid up-front, they will. Check with your insurer.
