Self-upgrades v. Carnival Upgrades

I am booked on Holiday in about 6 weeks. Ship has tons of cabins open in all categories, only 1 suite left. Right now, they want full price for the upgrade into the suite. When is the best time to see about upgrading before they upgrade someone into it. I would think they would want to get extra money if possible rather than upgrade someone into it, but maybe I'm wrong. Anyone know the policy on how and when Carnival makes final upgrades?
