Interesting Vig Rule

I was playing at a newer casino in Pittsburgh, PA recently. It's a nice place, but they had a rule I had never seen before when you lay a number. Basically you lay the number and you only pay the vig if you win.

 

For example, lay $100 no 10, plays $48 ($50 - $2, instead of $102 paying $50). Slight advantage to the player because you don't pay the vig unless you win...but I hadn't see this in other casinos.

At most casinos you only pay the vig if you win when buying the 4 or 10, so, it would make sense that you only pay the vig when you win on a lay as well. As you said, it was a newer casino, so maybe the player friendly rules are being tried out as a promotion.
