It has all the things you want but I don't know if I'd describe it as "lively". The Soggy Dollar Bar on Jost Van Dyke sounds more like what you want but you'll have to get there by boat. No music, dancing etc. and there also is no surf on the Island waters unless there is a storm. Secret Harbour has a beach bar, quiet, as it is mainly a condo resort with some rentals, but folks are generally quiet during the day, some nights there is music.
