Secret to Upgrade Fairy!!!

I just got an e-mail from my pvp about the upgrade fairy. I asked him a question about upgrades and he told me the upgrade fairy doesn't make offers that aren't already available. If you want a call from the fairy, just call your pvp and ask what and upgrade would cost???
