RCI StingraySandbar Min Age 3 vs Private Operators - Why??

Hi: I have found now on a few occasions minimum ages imposed by Royal Caribbean in their shore excursions that are not in place by the private tour operators. I wanted to do the Sting Ray City sandbar and one of our grandkids is shy of their three year minimum. Does anyone have experience with RCI being strict on this requirement? Was going to go with ship as assuming you have priority for tender when on one of their excursions. Would that be the case as we are on FOS and anticipate big lines for tenders? Not sure how strict they are, but I would suggest you not chance it and go with Moby Dick or one of the other highly rated tour operators. there were several kids on our Moby Dick tour and they even had kid sized snorkel masks and gear. Not sure about all the way down to 3, but I'd ask. Good luck! :)
