We just moved from a porthole to a interior spa cabin and paid the difference of 100.00. We are booked under the early saver rate. No penalty fee. I recently did exactly that on an early saver fare, changing from an extended aft balcony (8N) to an aft-wrap (VS) on Deck 7, and then changed again to yet another VS, this one on Deck 4. There was no penalty fee for either move, I just paid the difference in rates. I'm told downgrading is another story, and there would definitely be penalty fees in that event.
